Explosive accusations of €3 million fraud surface in Albania’s oncology drug supply chain involving Megapharma contracts and state health reimbursement funds
The Marketing Authorization Holder (MAH), Merck Sharp & Dohme, a multinational company among the largest in the world, conducted inspections to monitor the effect of the drug Keytruda (Pembrolizumab 25 mg/ml – 4 ml vial), which was imported until July 2025 by Megapharma, one of the companies that controls the healthcare system through Minister Evis Sala, the Director of AKBPM, Erjon Spahiu, and the Director of FSDKSH, Arti Papajani.
Megapharma sh.pk, owned by Rasim Hamzaraj, is fining the entire pharmaceutical market.
The Marketing Authorization Holder (MAH), Merck Sharp & Dohme, a multinational company, has regularly sold to the pharmaceutical warehouse Megapharma sh.pk, which guarantees inclusion in the reimbursement list of their medicines and many other things, since they control all the links in the state.
This is also the reason why multinational companies are completely dependent and connected to pharmaceutical warehouses that control the health system, such as in this case the pharmaceutical warehouse Megapharma sh.pk.
Megapharma sh.pk has secured the contract with FSDKSH and QSUNT for the drug Keytruda (Pembrolizumab 25 mg/ml - 4 ml vial) at a price of approximately 288,163.76 lek per unit, which is an immunological therapy (immunotherapy) used to treat various types of cancer, helping the patient’s immune system fight tumor cells.

We emphasize that QSUNT is supplied by Megapharma sh.pk for this medicine.
After the Marketing Authorization Holder (MAH), Merck Sharp & Dohme, conducted the inspection, it turned out that none of the patients had traces of this medicine in their bodies. So, the medicine was not injected into the patients by QSUNT, by the QSUNT Pharmacy and by the doctor who prescribed this medicine. This shows that Megapharma sh.pk has fictitiously invoiced QSUNT, where Mirela Rexhepi has been the director of the pharmaceutical service for several years, pretending to have received it, signing the invoice to the pharmaceutical warehouse Megapharma sh.pk worth millions of euros, only one box of this medicine has a price of 288,163.76 lek.
Megapharma sh.pk pretended to have sent the medicine, and the director of the pharmaceutical service, Mirela Rexhepi, executed the payments. They shared the money with the QSUNT pharmacist, then the pharmacist arranged it with the doctor at QSUNT, and the doctor pretended to have given this medicine to the patient, making fictitious prescriptions for the administration of the medicine inside QSUNT. But the patient was not given this medicine, or the patients were not even informed that this medicine was prescribed to them in the prescription, not letting them know, so they did not request it.
The Marketing Authorization Holder (MAH), Merck Sharp & Dohme, has addressed the FSDKSH by e-mail, requesting information and explanations for this situation, where the medicine turns out to be being reimbursed, while Megapharma sh.pk has abused the medicine and patients have not been truly treated, and in the meantime only fake invoices and prescriptions have circulated to benefit from the taxpayers’ money of the Republic of Albania, where the value of the damage is considered to be over 3 million euros.
After the Marketing Authorization Holder (MAH), Merck Sharp & Dohme, conducted the inspection and reports, they removed the exclusivity from Megapharma sh.pk. And in order to lose track of this abusive scandal, they staged to transfer it to a new fictitious company that does not exist, which is called Glosarijs AL sh.pk with an unknown owner and administrator, a company that purchases, imports and sells only this drug, 3 million euros per year, stealing from the state and pretending to supply it.

This is the biggest scandal of abuse of public funds and oncology patients of QSUNT and FSDKSH.
Where is the Minister of Health, Evis Sala, who a few days ago came out with the statement that they have no funds, meaning they have run out of money to conduct laboratory examinations that cost 1,800 lek, while on the other hand over 3 million euros are being abused?
Rasim Hamzaraj, Megapharma sh.pk and the director of QSUNT’s pharmaceutical service, Mirela Rexhepi, divide the money and do not give the patients the medicines.
