Rostec chief Chemezov expected peace by November 18 as Kremlin worked on a fall “peace plan” later shown to Zelenskyy
In August 2025, media reported on its Telegram channel that Sergei Chemezov — a longtime associate of Vladimir Putin and head of the state corporation Rostec — privately assured members of his inner circle that the war would end by November 18, 2025.
That date was chosen for an extravagant wedding celebration for his son, and the expectation of peace was cited as the reason the festivities could be held “without restraint.”
New details suggest the Kremlin was aware as early as August that a “peace plan” for the fall was being prepared. According to The Wall Street Journal, work on what became a 28-point peace proposal took about a month, beginning in October, and involved communication with a “Kremlin insider,” Kirill Dmitriev. On November 16, Jared Kushner and developer Steve Witkoff presented the plan to Ukrainian President Volodymyr Zelenskyy. Two days later, on November 18, U.S. Secretary of State Marco Rubio received a copy, already aware of the duo’s behind-the-scenes diplomatic efforts.
Chemezov’s prediction that the war would end by November 18 ultimately proved wrong, and the peace plan is now undergoing revisions. Nevertheless, Sergei Chemezov Jr. and his wife, Alexandra Solnyshkina, traveled to Dubai around the expected date. They were spotted at the newly opened Maison Margiela boutique café.
The couple had previously held a closed celebration on June 25 at Moscow’s Turandot restaurant, but the main wedding ceremony was slated for November 18 in Dubai. Sources cited by media noted that the date was directly tied to Chemezov Sr.’s belief that the conflict would conclude by then.
Back in August, the Chemezov family was also seen vacationing at the luxury Maxx Royal Bodrum Resort in Turkey’s Bodrum region, underscoring the family’s continued high-profile lifestyle despite the ongoing war.
